I pray you are resting in the loving, holy promises of our Most High and Gracious LORD. We are honored—and genuinely excited—that you’ve chosen to connect with this community of RADICAL BELIEVERS in the Kingdom. Here at Declare Victory, we don’t strive for victory—we live from it. You are seated in heavenly places, high above principalities, and no demon or devil has the power to defeat you.
For both Pastors Royce and Dionne, Declare Victory is about people.
It is about recognizing the gifts God has placed inside His people and creating opportunities for those gifts to be identified, nurtured, developed, strengthened, and used for the Kingdom of God.
Declare Victory has become a community where teachers can learn to teach, intercessors can strengthen their prayer lives, emerging leaders can develop their voices, women can discover their strength, marriages can receive support, and believers can grow from simply attending ministry to actively participating in ministry.
The goal is not merely to gather people.
The goal is to grow disciples who are equipped to serve.
We desire to develop leaders who can take what they have learned back into their homes, churches, ministries, workplaces, and communities—undergirding their local ministries rather than competing with them.
For over 12 years, Declare Victory has been a training ground and launching pad for transformation—serving communities throughout California and abroad with unwavering faith, practical love, and Kingdom purpose.

At Declare Victory, God’s people are at the heart of our mission, and we believe one of the greatest demonstrations of love is service. Locally and abroad, we are committed to reaching underserved communities with more than temporary assistance-we desire to help create pathways toward
dignity, stability, opportunity, ownership, and lasting transformation. Our vision is to acquire land and develop Victory City, a sustainable community model designed to address real needs while empowering people to build stronger futures. The vision includes Tiny Home Communities, community gardens, warm showers, cyber stations across multiple cities, vocational and entrepreneurial training, leadership development, financial literacy programs, annual scholarships for first-generation college students, and community food and clothing pantries. We want to move beyond simply meeting today’s emergency and help provide the tools, training, resources,
relationships, and opportunities that can transform tomorrow.
Inspired by Habakkuk 2:2-3, we are writing the vision, making it plain, and believing that although the vision awaits its appointed time, it will surely come. Victory City is bigger than one building, one
neighborhood, or one generation. Our goal is to develop a model that can be established, strengthened, and duplicated in communities across multiple regions, creating places where people can receive help while also being equipped to rise, rebuild, lead, own, serve, and ultimately help someone else. We envision communities where homelessness can become housing, hunger can meet sustainable food resources, unemployment can encounter vocational opportunity, limited access can become digital connection, financial struggle can meet financial education, and untapped potential can become trained leadership and entrepreneurship. We are not merely building structures-we are building people, strengthening families, developing leaders, and transforming communities. This is the heart of Victory City: Love made visible. Faith put to work. Service that restores dignity. Provision that produces transformation. And a vision multiplied from city to city until communities everywhere can Declare Victory.
The years 2020, 2021, and 2024 marked some of the most critical seasons of our generation. They tested faith, exposed foundations, and refined the remnant. Then came 2022, reminding us that even in uncertainty, our times are firmly in His hands.

While the air may still carry the residue of seasons past, one truth is undeniable—it is harvest season. The fields are ready, the laborers are rising, and there is much work to be done.

Understanding that there is more is the difference between completing the assignment and losing heart. In this hour: The remnant is rising
Preparation requires us to stand in the breach, stay the course, and facilitate the great Kingdom shift unfolding before us. Faith has refined you. Endurance has shaped you. Obedience has positioned you.
Thank You, Father, for loving me relentlessly, fiercely, and intentionally. Jesus, the force of Your love has been a whirlwind—propelling me into purpose, sometimes painfully, yet always necessarily. You rescued my life, and I’m never turning back.
Declare Victory is more than a ministry—it is a training ground for Kingdom citizens and frontline soldiers of faith.

God’s plans are always rooted in His faithfulness. In Jeremiah 29:11, the Lord reminds His people that even in seasons of uncertainty, He has not forgotten them. His purposes are guided by hope, sustained by His love, and fulfilled according to His perfect timing.
This week, our August theme, The Grace to Pursue Purpose, has reminded us that God’s grace faithfully sustains us through every season of life. Next week we’ll discover how that same grace empowers us to walk wisely, persevere faithfully, and live each day with purpose.
May today’s declaration fill your heart with hope. As you place your future in God’s hands, may you trust His plans, walk confidently in His promises, and rest in His unfailing grace.
